I am a certified SCORE mentor. I can assist you in starting up your business and see it through the entire lifecycle. This includes assisting with business/marketing plans, providing you the necessary tools to execute these plans. I will be available to my clients on all aspects of developing and operating a business. I will attentively listen to my clients needs and assist in their business concepts, while challenging them along the way.

My primary business background is in the area of budgetary/financial management as well as hiring/HR functions. I have an extensive military background (30 years USAF) where I served in the Information Management and Personnel career fields and provided critical advice to senior Air Force Officers. After retiring from the AF, spent the next 12 years in the federal government with the US Equal Employment Opportunity Commission as the District Resources Manager. District's primary planning expert in the administrative and resource-related management functions of the office. Key member of the district office senior management team, evaluates and recommend actions to the district director and to senior staff, including managers at the District's field and area offices, and legal staff managers. Identifies administrative issues that required attention and develops responses proposals for action or implementation. Serves as the District's primary point of contact on administrative matter with key managers at the EEOC headquarters with managers in other federal, state and local agencies. He develops internal District policies, rules, procedures and practices for district-wide administrative functions in accordance with agency directives, orders and guidelines. Sole manager of an operational budget over $774,443 annually and directly supervises a staff of three employees engaged in administrative functions, including financial and budgeting, human resources, equipment/supply management, facility/space management, outreach, payroll, time and attendance, training, travel, procurement, records management, reports, security, strategic human capital planning, information technology, and related activities. Prepares analyses for the District Director concerning resources, space, equipment or other areas as part of districtwide planning and execution. He plans and implements the district's human capital management efforts. This involves, for example, in-depth analysis of the office's human resource requirements along with responsibility for executing and/or managing related staffing, training, reassignment, performance management, employee/labor relations cases (including grievances), many of which are sensitive in natures and provides recommendations to the Director. Prepares justifications for staff resource needs. District POC with following personnel and payroll systems: USA Staffing, USA Jobs, Quicktime, Federal Payroll/Personnel System (FPPS), Workforce Transformation and Tracking System (WTTS). Works with the Director and senior staff in the preparation of budget forecasts for the entire District. Ensures that operation demands are met, shortfalls are identified, and that additional resources are requested as needed. Prepares a variety of one-time and recurring financial and budget reports. Reviews report for sufficiency and accuracy and ensures that required actions items are completed and are legally compliant. Obligates all purchases for services/supplies/travel using an automated agency financial system; reconciles all transactions. Initiates and processes all employee personnel actions, manages awards program, agency's hiring point of contact/recruiter for all vacancies, in processing newly assigned personnel, liaison between headquarters and Office of Personnel Management on completion of all security background investigation paperwork. As space/facility manager, works with headquarters, GSA, and building managers (for Phoenix, Denver, and Albuquerque offices) on new/existing space requirements. He also performed as the District’s Contract Officer Representative, working with the Headquarters Contracting Office and potential government contracting vendors in developing/monitoring all District’s contracting issues.
