In July 2013 I retired as a program executive with Raytheon. 

From 2006-2012 I was the program director of Raytheon Polar Services, supporting the National Science Foundation’s U.S. Antarctic program.  Polar Services provided operations, construction, and facilities maintenance and science support at three stations, and aboard two research vessels in Antarctica.  I managed 400 full-time staff and over 2,000 seasonal contract employees each year, coordinating offices on three continents to manage the requirements of a 12-year contract valued at over $1.9 billion.

During my tenure, the new South Pole Station was constructed at the end of a 10,000-mile long logistics chain, within budget, and on time in the world’s coldest, harshest, and most remote environment on earth.

My last 12 months at Raytheon before retiring was in a business development role as a director project management /planning operations for the company’s infrastructure and operations.

My previous program management experience include general manager of a joint American-Canadian company based in Ottawa, Canada, providing base construction, operations, and maintenance support to the Canadian Defence Forces serving overseas in Bosnia and Afghanistan.  I was also a business systems manager for DISH Network in Denver, CO, director of logistics for U.S. Antarctic Support Associates in Denver, where I played a key role in transitioning the Antarctic program from predominately military support to civilian support, Proposal Manager in Orange, CA, Project Site Manager in Izmir and Istanbul, Turkey, and Special Project Manager on a Department of Energy contract in Hawaii and the Marshall Islands.

I received a bachelor of science in business administration from Wesleyan and graduated from the Naval Aviation Schools command as an officer receiving a designation as a naval aviator.  I spent 11 years on active duty, including a decorated one-year tour as a combat helicopter pilot in Vietnam.

Elected Mayor of Buena Park California in 1950 Effinger has been a long time member of the National Association of Home Builders (NAHB). He was an appointed member of the NAHB Marketing Committee, National Education Chairman of the Remodelers Council and has had many of his cogent industry related articles on marketing and management published in the NAHB Business Journal, National Association of Realtors Magazine, Boston Business Journal, and Builder Magazine.

“New Dimensions for Living” became the creative company formed by Effinger in 1982 to design and build two prototype affordable housing products, one in San Diego’s North Park and the other in Golden Hill, which won an award from the San Diego Housing Commission for “The Most Creative Affordable Housing Concept" in 1985. After getting National publicity beginning with the Pacific Coast Building Conference in San Francisco, the concept was acquired by a national public company in Boston Massachusetts. The original concept remains viable today.

Formerly a commissioner of the Escondido, CA Housing Commission, Effinger has an excellent track record for receiving government approvals for large and difficult commercial and residential development projects. He has applied his passion for, and experience in affordable housing projects to create and assist builder clients in that field.

Effinger created a computer based business management tool marketed internationally in 1991 as "The Competitive Edge" licensing it to Bird Construction Software, Inc. a subsidiary of Bird Incorporated of New England.

Effinger is a licensed Commercial Real Estate Broker/Independent Contractor, Managing Principal of New Century Consulting, a member of the Kitsap HBA specializing in Affordable Housing.

Founded in 2013, aEONRG provides construction and renovation solutions, including LEED-certified government and corporate construction, renovations, environmental and renewable energy solutions, architectural and engineering services, project management and consulting.  Taking social responsibility seriously, aEONERG aims to provide one-stop-shopping general contracting solutions and to help reduce the country’s carbon footprint. 

After decades in the Army, from leading tank combat troops to managing procurement programs and working in the Pentagon for the Under Secretary of the Army for Acquisition, Technology and Logistics, founder Bill Belknap became a corporate site general manager and facilities lead. But he says, his long standing goal was to become an entrepreneur. Belknap worked with SCORE counselor Frank Millheim while in the planning stages for his business.  “SCORE and specifically Frank Milheim actively listened to my start up business plan and goals, affirmed some of my directions and challenged me to focus more directly on specific groups of customers as well as services where I would have the most success.”

The company has 18 full- and part-time employees.  In 2013, aEONERG won 10 contracts – including one multi-year contract -- with revenues just shy of their $500,000 goal. For 2014, the company’s goal was to double its business with one million in contracts. In March it received its largest award ever and its 16th government contract, reaching $982,500 since becoming operational on May 1st 2013.  

The company is also dedicated to helping veterans, seniors, and the environment through its social responsibility program with a percentage of our profits.  The national nonprofit founded by Cass Belknap in 2003 www.TwilightWish.org, grants wishes to seniors, with one third of the 1,750+ wishes granted to veterans.

It seems like yesterday. It was February 4, 2010. I had been working for various architect firms for the previous 15 years and was kicking around the idea to start up my own business. I live in Glastonbury, Connecticut and was visiting our Chamber of Commerce and was asking the people there some basic questions dealing with setting up my legal entity. They suggested I meet the two mentors from SCORE who provide free business mentoring in the community. I set up a meeting. I met Jim Cirilli and Mark Cutler and it was the beginning of an amazing journey which continues to this day. I remember looking at the SCORE logo on the documents they had with them; “For the life of your business” and thinking what that really meant. 

In my business, I get the greatest compliments from those clients who have referred their friends and family to me. Over the last year, I have referred 6 of my friends and associates to SCORE. This is the greatest compliment I can give.

How SCORE Helped

Over the last two years I have been blessed with the advice, friendship and support of my SCORE mentors. Mark and Jim continued to be my primary mentors but there were dozens of other specialists brought in to assist me with everything from business planning, to sales planning and execution, to putting together a marketing plan and then assisting me to find the right tools to reach my target audience to planning and executing a public relations plan. I found SCORE specialists in every functional area there to support me under the umbrella of my two main mentors who have helped me double my business the last two years.

I am a woman wearing many hats. I am a wife. I am a mother. I am the owner operator of a growing architecture firm in Connecticut. I am often asked how I have been able to grow what is often a one person show as chief cook and bottle washer. I tell them about SCORE. I tell them that on my team is an army of experienced people who volunteer their time and who have been there and done that and help me discover the right ways to grow my business and grow it profitably. 

Among the team of SCORE volunteers who I have worked with over the years, included David LaBeau who had retired from SLAM, the largest firm in the area, a firm I had worked for and a man I had great respect for.  There was Jim Cirilli, a sales executive who gave me the courage to go for it, who taught me the power of positive thinking. Through this power of positive thinking, a lesson he was teaching me while he battled against the terrible cancer, I have exceeded the goals established in my strategic plan. Jim and David are now gone but their learnings stay with me every day.

I am still growing and I am still relying upon Mark and the Greater Hartford Score team, my army of specialists I can call upon during my time of need. I am still out there telling the world about SCORE. It’s the best compliment I can give.

Project Management and Process Improvement.  John retired from San Diego Gas & Electric (SDG&E) in 2013 after 17 years of managing Fleet data systems for the company, and he and his wife now operate a part-time home-based business in Chula Vista, California.  Prior to joining SDG&E, John was a transportation consultant and software developer in Arizona for 4 years, served as an Assistant General Manager of the Los Angeles transit system for 10 years, and managed transportation infrastructure projects in Miami, Florida for 8 1/2 years.  He started his career with 4 years of experience as a Management Analyst for the City and County of Denver after receiving his Masters degree from the University of Denver.
