Charlie’s educational background is in industrial engineering, operations research, and statistics.  He spent over 30 years teaching students of business, public administration, engineering, and mathematics.  During his career he held full-time faculty positions at The George Washington University, Sangamon State University (now a branch campus of the University of Illinois), and most recently at the California State Polytechnic University in Pomona.  He taught project management, statistics, production management, management science, operations research, and computer simulation.  For 10 years he was an adjunct professor of computers and management science for the Executive Management Program of the Claremont Graduate School.

In addition to university courses, Charlie has taught workshops on project management, statistics, and program evaluation.  Approximately 800 managers have attended his project management workshops, and he has assisted many of these managers to plan, schedule, and control over 300 projects.  In 1985 he founded SCILOG with two other Cal Poly professors to provide training and research.  He currently does project management training and consulting through SCILOG and Environmental Services Inc.

Partner in a Professional Engineering firm for 25 years. Developed site services for the firm, including marketing,and planning. As an environmental engineer, developed innovative analyses of environmental impacts.  Interpreted technical requirements of regulations and permitting.  Testified in numerous federal and state cases relating to contamination issues.  I continue to serve as Quality Control and Quality Assurance engineer for projects.

Served on several boards of non-profits, including as president, secretary, grant writer (successful), and preparer of annual reports.
